Billy has been an advocate for investment in infrastructure in the Houston Region since his graduation from the University of Houston’s Cullen College of Engineering in 1978, where he received a Bachelor of Science in Civil Engineering. Upon graduation he began his career in private practice working as a consulting engineer until his retirement in 2017. During the span of his career, he worked on numerous infrastructure projects for the City of Houston, Harris County, the Port of Houston Authority, the Gulf Coast Rail District and TxDOT.

He also held numerous board and committee positions with various organizations including TAG – Houston Region, the Greater Houston Partnership, Houston-Galveston Area Council, the Gulf Coast Rail District, the West Houston Leadership Institute, Bay Area Transportation Partnership, Texas Good Roads Transportation Association, the North Houston Association, the American Council of Engineering Companies of Texas, the Texas Society of Professional Engineers, the University of Houston Cullen College of Engineering, the University of Houston Engineering Alumni Association, the Houston Livestock Show and Rodeo and Katy First United Methodist Church.

He currently serves on the University of Houston Cullen College of Engineering Department of Civil & Environmental Engineering Industrial Advisor Board and the Cullen College of Engineering Leadership Board.

Billy is an inductee of the University of Houston Academy of Distinguished Civil and Environmental Engineers and is a recipient of the University of Houston Engineering Alumni Association’s Distinguished Alumni Award.
